This 'Official Declaration' (generally called the Manifesto of the Apostles), was drafted by Charles W. Penrose and signed at the foot by the First Presidency and Twelve on December 12. This short work begins by denying that the Church preached blood atonement, and that Church did not interfere with the rights of citizens or in the free exercise of social or political rights. It goes on to note that the endowment ceremony or in any doctrine of the Church was not against the federal government and that they had no intention of overthrowing the United States. A nicer than usually seen set of this important first hand account of the Mormon migration from the midwest to the Great Basin and the first decade plus in the west. Hosea Stout (1810-1899) was one of the most prolific, and insightful of the early Mormon diarists. At various times he was an officer in the militia in Illinois, and Winter Quarters on the Missouri River, attorney general of the State of Deseret and the Territory of Utah, United States district attorney for Utah, and president of the house of the Utah Territorial Legislature. These associations with the highest ecclesiastical and civil authorities permitted Stout to inscribe in his diary conversations and transactions which were outside the knowledge of many diarists.
