In 1862, he delivered his "Doctrine of Liberty" address at Harvard on behalf of President Lincoln.   In 1871, President Ulysses S. Grant appointed him as Chair to the commission of civil service reform. A prolific speaker, one of his last public appearances was in April 1992 when he delivered his 11th Annual Address as president of the National Civil Service Reform League.; 24mo .
