[Washington D.C.]: [Printed by William A. Davis], 1817. First edition. Removed. Disbound, faint War Department Library stamp on title, some foxing, still about very good.. 3 pp. 8vo. Number 23 in brackets at the top. The committee proposed the current version of the American flag, recommending "to reduce the stripes to the original thirteen ... and to increase the stars to correspond with the number of states now in the Union--and hereafter to add one star to the flag whenever a new state shall be fully admitted." The committee had noted that in 1794, after two states had entered the nation, the flag had two addtional stripes and stars added, but that this approach would likely be impractical to carry out in the future. as new staates are added.
