Edward McPherson was a Pennsylvania newspaper editor and politician who served two terms in the U. S. House of Representatives. George Bemis was an American lawyer and legal scholar who published many pamphlets about neutrality in response to British positions on these topics. The front cover is detached and included. The rest of the volume is mildly worn, with a soft vertical crease. Small stamp to front cover states "The Library of Congress Duplicate." ; 8vo 8" - 9" tall; Signed by Author .
