Scarce mimeographed publication, apparently issued shortly prior to the end of World War II, with the aim of giving concrete proposals for a socialist politics of reconstruction in Allied-administed Germany. A separate section contains suggestions for purging and persecuting Nazis, such as forming political people's tribunals and courts with the authority to issue death sentences. "Anti-Nazis" who only belonged to such organizations to harm them from within are expressly excluded from punishment. Nazis located abroad at the conclusion of hostilities would be subject to banishment, loss of all honorary rights, confiscation of property. The Union was a confederation of socialist refugees from Germany who were members of the SPD, SAP (Sozialistische Arbeiterpartei), Neu Beginnen, and the ISK (Internationaler Sozialistischer Kampfbund).

As of March 2024, KVK, OCLC only show the copies at the German National Libraries in Leipzig and Frankfurt, with none found in North America.
