"Men, striking in protest against the treatment of fellow prisoners, are manacled in solitary confined in dark underground cells on a diet of bread and water. It is only a question of how many days they can last before physical or mental collapse puts an end to this phase of their suffering." Slip laid in:" Notice. We are glad to announce that on December 6, 1918, Secretary Baker ordered the abolition of manacling and other forms of corporeal punishment in Federal Military Prisons. Otherwise, the conditions presented in this pamphlet remain unchanged. --National Civil Liberties Bureau."
