Opening remarks include: "The right to return to one's own place of residence, to the homeland of one's birth, where one grew up and has or had his or her home, land, and family, is, in essence, the MOST LEGITIMATE RIGHT OF ALL REFUGEES." CHARACTERISTICS OF THE RETURN OF GUATEMALAN REFUGEES FROM MEXICO AND THEIR SETTLEMENT IN GUATEMALA (1. The Return Must be of a Voluntary Nature as Individually Expressed. The Great Majority of the Refugees Demand a Collective, Organized Return; 2. Guarantees that Our Return to Our Lands and the Taking of Possession of Same will not be Obstructed; 3. Recognition of Our Right to Freely Organize and Associate; 4. The Right to Live, and Personal and Community Safety; 5. That the Government of the Republic Allow Our Return to be Accompanied by National and International Delegations of Non-Governmental Organizations and Representatives of the UNHCR [United Nations High Commissioner for Refugees]; 6. Freedom of Movement Nationally and Internationally for the Permanent Commissions); and IV. PETITIONS TO THE NATIONAL DIALOGUE.
