In 1695, English Secretary to the Treasury, William Lowndes, published a report concerning a proposal to increase the mint prince of silver coins. This proposition was heavily contested especially by John Locke who published his own rebuttal – a view which would be adopted by the English government as the standard for coinage. This event would become known as the Great Recoinage of 1696.
