Failure To Develop Any Identifiable North African Policy Is Partly Explained By Churchill's Introduction, Which Outlines The Close Official Links (1932) Of The Mahdi's Descendants With British Interests Despite Their Violent Conflicts In The Mahdi's Lifetime- The U. S. Considered British North Africa To Be A Wholly British Issue, And Never Re-Adjusted As The British Withdrew Or Were Driven Out; Also, Partly, By Similar French Predominance In Western North Africa, To Which The Us Has Never Developed Any Identifiable Policy As They Also Withdrew Or Were Driven Out. Of Course, Nothing Is Ever Our Fault, And Nothing Is Ever Our Responsibility Unless It Is An Achievement. It Is Not That We Are Or Have Been Unaware Of This "Other World", We Just Choose To Disengage Except As Vendors. When The Oil Producers Do The Same To Us We Are Somehow Surprised.
