The biography of Bostonian James F. Curtis, who came to San Francisco during the Gold Rush, became a fireman and a member of the first Committee of Vigilance in 1851. Thereafter, he became San Francisco's first Chief of Police, retiring in 1858. As a Major, he joined the volunteer campaign against the Paiutes in Nevada in 1860. In the Civil War, he served in various campaigns along the Pacific Coast, and was discharged as a Brigadier General in 1866.
