Text is clean and unmarked except for occasional pencil underlining and usual library treatments. Brown cloth wrap with gilt lettering. Spine is tight and sound with no wear. Cover has a few bumps. Dust jacket is blue with graphic and yellow lettering. It is encased in a mylar slipcover so it has no wear or tear. Chapters include Genesis of Crisis, Fifth Five Year Plan, Food Controls and Policy, Drought and Relief Policy, and Agricultral Reforms.
