After serving a tour of duty in the US Army in Europe (1985 1987), he earned a BA in both political science and Slavic languages and literatures at the University of California, Santa Barbara (1987 1990), and followed with an MA and PhD in political science from the University of Chicago (1990 1998). Ivan has authored a definitive international relations monograph on asymmetric conflict, How the Weak Win Wars (Cambridge, 2005), as well as several articles on strategy, insurgency, counterinsurgency and terrorism."
