'This book is concerned with a phase of political development which has been in progress for about twelve years and has not yet been the subject of much academic study. Throughout what was once the colonial world, new political units are being created following the withdrawal of European control. A few of these have inherited the territory of ancient states, but in most places the new entity is an artificial one, defined mainly by the accidents of European diplomacy during the phase of colonization.'
