Philadelphia: Printed by Francis & Robert Bailey, 1796. . 8vo in half sheets, original paper-covered gray boards rebacked and expertly resewn in signatures; new paper spine label. All edges uncut, but opened; occasional foxing; pp. 104 and 105 heavily stainedÑwine? Evans 29373 and Sabin 6617. Institutionally very common, but scarce in trade. Ownership notation on front free endpaper: "James Pollard's Book | Presented by James Turner | in 1803". We have not been able to identify either of these gentlemen. Pages 281-284 (actually pp. 241-244) contain a list of subscribers which includes Hamilton and Madison and seven "Patriotic Editors of Newspapers who encouraged this Work by Publishing its Proposals. Puglia was an Italian-born pamphleteer who also wrote under the pseudonym of Quick Sliver. He dedicated his comedy "The Embargo" to Thomas Jefferson, but it seems never to have been performed.

Inscription in neat ink script on front free endpaper: "James Pollard's Book Presented by George Turner in 1803." Contemporary pale grey boards, rebacked. Very Good. With a three-page list of Subscribers, including Alexander Hamilton [who bought six copies], James Madison [2], Robert Morris [2], Oliver Wolcott, and other well-known Congressmen, lawyers, and merchants. Puglia's introduction anticipates his critics who, he says, express "the expiring rage of conquered Anti-federalism." He defends America's Federal system, contrasting it with the "aspiring tyranny" of the French Revolution; celebrates America's built-in restraints against mobbery and despotism; and argues that the reins of government must be controlled by men of moderation under a system of "rational liberty" that recognizes that civil society is necessary for nurturing the rule of law and… Read More
