In May 1908 Malan, as one of the Cape delegates, attended the inter-colonial conference in Pretoria at which, as a direct result of preliminary work carried out by Smuts, the decisive steps were taken for a meeting of the National convention on closer union. Malan was also one of the Cape delegates at the National convention, which held its first meeting in Durban in October 1908.
