Haperin (1938 -) who, at the point of publication, was with the Harvard Center for Internat'l Affairs. Intellectual history. In this volume Halperin defends the large-scale American bombing in South Vietnam. He argues while it "may have antagonized a number of people", it "demonstrated to these people that the Vietcong could not guarantee their security", and, since "most people tend to be motivated, not by abstract appeals, but rather by their perception of the course of action that is most likely to lead to their own personal security", it was a justifiable strategy.
