Tepic, Mexico: Palacio del Poder Ejecutivo del Estado de Nayarit, 1919. First edition. Good only, split down the center fold, some other small tears at folds, ight edge chipped, browned, fragile.. 1 sheet. 24"x 18" (60.9 cm x 45.7 cm). The right to vote in local elections was expanded to no longer exclude people would could neither read nor write. This decree deleted the last section of Article 17 in Section I of the Constitution of Nayarit, which stated: "In order to vote and be voted in local elections, it is essential to read and write."

"El H. Congreso del Estado Libre y Soberano de Nayarit, representado por su Primera Legislatura, decreta: Art 1. Se suprime la parte final del artículo 17 en su fracción I, de la Constitución Política del Estado, que dice: "Para poder votar y ser votado en las elecciones locales, es indispensable saber leer y escribir....

"Este Decreto comenzará a surtir sus efectos desde el dia de su promulgación. Dado en el Salón de Sesiones del H. Congreso del Estado de Nayarit, en Tepic, a los nueve dias del mes de octubre de mil novecientos diez y ocho. Diputado Presidente, J. Aguiar Bejar. Rúbrica. Diputado Secretario, Mig. C. Madrigal. Rúbrica. Diputado Secretario, Francisco N. Arroyo. Rúbrica."

Fernando S. Ibarra was Governor from From Feb. 20 to Mar. 20, 1920, replacing Franicisco D. Santiago.
