"The Committee should include in their examination of the problem any alternatives to or modification of the suggestions made in the Plan which the Railway Companies of the London Passenger Transport Board may wish to submit and should have due regard to the requirements of traffic and to the convenience of the travelling public, and to any schemes of improvements which the Railway Companies nd the London Passenger Transport Board may have in mind."
