She decides to punish them by blowing all the leaves off the trees and spoiling the town's crops. The townspeople are so upset that they decide to take their complaints to the North Wind's master, the Old Man of the Mountain. The Old Man of the Mountain tells the townspeople that they need to take responsibility for their own actions and start working hard.
