His initiation into business life was in the family silk firm in Leek and London until he transferred his interests to a partnership into a wholesale stationers and paper merchants under the style of A.J.Brown Brough & Co. He entered keenly into the corporate, municipal, educational and philanthropic life of the City and Metropolitan Boroughs. In 1898 he was elected into membership of the City Council and chosen as Chairman of Library and Art Gallery and Central Markets. In December, 1912, he was appointed Alderman and the distinction of a Lieutenancy of the city of London and President of the United Wards Club of the City of London. From 1900 he was Alderman and Mayor of Stoke Newington Borough and for twenty-five years Chairman of the County Council Education Authority and in many philanthropic works for the unemployed, as Chairman of the finance committee. Sir William established an active "Cripples' Fund" as his mayoral appeal.
