He was the U.S. Permanent Representative on the Council of the North Atlantic Treaty Organization (NATO) from May 2009 to July 2013. He is a specialist in European security. He was a member of the staff of United States National Security Council (NSC) during the administration of President Bill Clinton. James M. Lindsay (born November 29, 1959), is the Senior Vice President, Director of Studies, and Maurice R. Greenberg Chair at the Council on Foreign Relations and a leading authority on U.S. foreign policy. He is also the award-winning coauthor of America Unbound: The Bush Revolution in Foreign Policy and former Director for Global Issues and Multilateral Affairs at the National Security Council. In 2008, he was the principal author of a Department of Defense funded $7.6 million Minerva Research Initiative grant entitled "Climate Change, State Stability, and Political Risk in Africa." He is the author of a CFR blog on American foreign policy, The Water's Edge. George W. Bush has launched a revolution in American foreign policy. He has redefined how America engages the world, shedding the constraints that friends, allies, and international institutions impose on its freedom of action. He has insisted that an America unbound is a more secure America. How did a man once mocked for knowing little about the world come to be a foreign policy revolutionary? In America Unbound, Ivo H. Daalder and James M. Lindsay dismiss claims that neoconservatives have captured the heart and mind of the president. They show that George W. Bush has been no one's puppet.
