From the preface: "On the 20th of November 1964, the German Federal Government appealed to the world at large to place at its disposal any material concerning crimes and their perpetration which has hitherto been outside the knowledge of the Federal Republic. It will report to the Bundestag early in March on the progress made in the investigation of crimes which may have come to light in the meantime, so that further consideration can be given to the question of extending the period of prescription.... The present book demonstrates how inadequate investigation has been so far."
