Suneetha Lakshman Gunasekara (1943 - 2015) was a Sri Lankan lawyer and Member of Parliament from 1989 to 1994. He played a significant role in representing the Sri Lankan government during the first round of peace talks with the Liberation Tigers of Tamil Eelam (LTTE) in Thimpu. In "The Wages of Sin" Gunasekara argued that the LTTE used acts of terror to intimidate and exploit the weaknesses of successive governments to gain concessions. Specifically, the LTTE was demanding the twin goals of de-proscription and an interim administration. Gunasekara believed that if these two concessions were granted, the LTTE would be in a position to establish a de facto state in the Northern and Eastern Provinces. Sri Lanka would then end up divided for the first time in its history, not by armed conquest, but by default.
