He served as Chief Immigration Officer in Palestine under the British Mandate, returning to England in 1934. He later became president of the Jewish Historical Society of England. He published studies of Palestine and Zionism as well as a history of the Jews of England. Here, he claims to have written a book which has no concern with Palestine either as a religious or an archaeological centre, but instead deals with the present and the future.
