There have been four principal areas of military fiscal reform in recent years. The first concerns the commercialization and subsequent divestiture of commercial assets by the PLA. In the mid 1980s, the military was authorised to go into business (bing shang) to offset and compensate for low levels of state allocations to the PLA.
