Portales explains that Chile ought to have a navy "que vijile sobre la puntual observancia de las leyes fiscales y proteja nuestro comercio exterior." The government hopes to raise 400,000 pesos for this by loans from businessmen and from foreigners living in Chile. The second leaf gives the tables of interest and amortization over a 15-year period.The document is signed in print by Diego Portales (1793-1837), the leader of the prominent estanquero party on Chile, which was composed mostly of conservative businessmen. Along with António Sérgio and Raul Proença, he was one of the leaders of the movement "Renascença Portuguesa". In 1910, with Leonardo Coimbra and Jaime Cortesão, he founded the review Águia, principle organ of the movement. Toward the end of his life he was befriended by Eugénio de Andrade and Mário Cesariny de Vasconcelos.
