Since 1867, members of the National Assembly had traditionally made a loyalty oath "I do swear that I will be faithful and bear true allegiance to Her Majesty Queen Victoria" (King Edward VII, King George V, King George VI, Queen Elizabeth). The original Test Roll from 1867 to 1887 had been destroyed in a fire in 1884.

Both issues contain columns on the American Civil War "American Dispatches. Latest War News!!". The paper appears to have Conservative Party leanings and the September 15th issue contains a column by James Skead, Conservative member of the Legislative Council of Canada for Rideau Division (Ottawa)seeking re-election (he won the election serving from 1862 to 1867 then becoming a senator).
