Finally, in 2023, Okorafor reissued THE SHADOW SPEAKER and a sequel with the title LIKE THUNDER. So likely, this excerpt is from the earlier planned sequel, as it features the same character of Dikéogu, who has the power to summon rain. This easily has to be Okorafor's scarcest book.
