Talley (1903-1998) a Military Engineer, well known for his achievements in supervising the construction of Elmendorf Air Force Base in 1941, shoring up Alaska's defenses from the Japanese in WWII. In 1931 he went to Nicaragua to conduct the Nicaragua Canal Survey, and found himself restoring basic services and reconstructing the City of Managua after a devastating earthquake. He pioneered the use of aerial topographic surveying, and invented a portable stereocomparagraph.
