A day before it is publicly issued, Secretary of State Edmund Randolph Sends Washington's Proclamation to all American Consuls, as "a better comment upon the general prosperity of our affairs than any which I can make." According to the President, "the present condition of the United States affords much matter of consolation and satisfaction. Our exemption hitherto from foreign war; and increasing prospect of the continuance of that exemption; the great degree of internal tranquility we have enjoyed…Deeply penetrated with this sentiment, I GEORGE WASHINGTON, President of the United States, do recommend to all Religious Societies and Denominations, and to all Persons whomsoever within the United States, to set apart and observe Thursday the nineteenth day of February next, as a Day of Public Thanksgiving and Prayer…to… Read More

Description:
Secretary of State Thomas Jefferson signs the second U.S. Patent Act, which played a signal role in the commercial development of the United States. A key difference between this act and the one it replaced was that, in addition to new inventions, patents could be issued for improvements to existing products. The measure helped foster American innovation, successfully ushering the nation into the Industrial Revolution. We locate no other signed copies of this milestone act.

Description:
[MARTHA WASHINGTON]. Portrait Signed by the artist ("Fabre"). 2¾ x 3¾ in.
This portrait of Martha Washington, hand-painted on ivory, is likely by noted Swiss/French miniaturist Louis André Fabre (1750 – 1814). The French had a penchant for painting mid-nineteenth-century miniature portraits, including images of American historical figures, on ivory. This miniature is in its original frame and back insert. Though "Mère de Washington" (Mother of Washington) is written on the reverse, the image is clearly Martha.

"In Testimony, as well as of his exalted Services to his Country as of that noble

Philanthropy which distinguishes Him among Masons"

This is the scarce first American edition of the Grand Lodge of Pennsylvania's Masonic Constitution, dedicated to Washington as "General and Commander in Chief of the Armies of the United States of America."

The 1778 sermon included in this volume carries a similar dedication, as well as a detailed description of the procession in which "our illustrious Brother George Washington" marched as guest of honor. The sermon itself contains a remarkably prescient characterization of Washington as an American Cincinnatus. The volume's fine frontispiece engraving of two Masonic coats-of-arms is by Robert Scot (Scott), future chief engraver of the United States Mint. [GEORGE WASHINGTON]. LAURENCE DERMOTT.

Description:
"the supreme court of the United States shall consist of a chief justice and five associate justices...and shall hold annually at the seat of the federal government two sessions...."

The U.S. Constitution provided that the "judicial power of the United States, shall be vested in one supreme Court, and such inferior Courts," leaving to Congress to establish the details. The Judiciary Act erected a three-tiered federal court system—the Supreme Court, the Courts of Appeals, and the District Courts—essentially the system in place today. The foremost issue was the relative power and authority to be respectively accorded the federal and state courts. The Judiciary Act's most controversial provision empowered the Supreme Court to hear, at its discretion, appeals of verdicts reached in the state courts whenever those decisions were deemed to raise questions of constitutionality of state or federal laws.
