FIRST EDITION, inscribed and SIGNED by author on half-title page. Book is in sound condition. Dustjacket is soiled, edgeworn and has a few short tears. Bowles was a former Governor and Congressman from Connecticut and served in a number of other political and diplomatic posts.

This remarkable document includes the historic detailed proposal for the improvement of the water supply for Brooklyn, New York in 1854. The proposal consists of 145 pages of details on how to supply the water, the details of the negotiations with suppliers and construction specifications. Boards are very clean except for a tiny spot on upper front, spine chipped at head and tail somewhat worn, but lettering is very bright. Contents are mildly toned, but crisp and clean and appear to be unread, binding is tight. Black and white illustrations, color map and a handsome color frontispiece of the Great Seal of the United States. First part deals with the government of the United States, second part with Pennsylvania.

Front pastedown endpaper has an intricately detailed engraving of the "New York and Brooklyn Suspension Bridge" (now known as the Brooklyn Bridge.
