DJ badly soiled, chipped William Allen Rogers was a noted political cartoonist of the era. He succeeded Thomas Nast as the cartoonist for Harper's Weekly, and last spent 20 years working at the New York Herald, from which these World War I cartoons are taken. This copy is INSCRIBED "To Mr. Herman Bernstein with good wishes W. A. Rogers New York Oct 16th 1917". In all likelihood, this is the Mr. Bernstein who was the newspaper publisher and Jewish activist, although we can't be 100% sure. Scarce signed, scarce in DJ, and scarcer signed in DJ. .
