In this pamphlet dated July 26, 1959, Castro explains the reasons and benefits that will result from the agricultural reform act (la Ley de Reforma Agraria) drafted by Che Guevara and signed into law by Manuel Urrutia Lle� on May 17, 1959. One of the most sweeping changes implemented by the revolutionary government, it limited the size of farm and individual land holdings, resulting in massive land seizures and redistributions by the government. It also barred foreigners from owning sugar plantations and 480,000 acres owned by U.S. corporations were seized. In order to administer this law, INRA (National Institute of Agrarian Reform) was formed with Guevara as its head and quickly became the most powerful body in the nation.
