This pamphlet is an attack on the Marshall Plan from the communist perspective, calling it a plan to put America on a war economy and to rearm Western Europe against the Soviets. It makes the claim that the Soviet bloc countries are prospering under socialism and without the Marshall plan whilst the western countries are all unstable and crisis ridden. .
