"During the first half of the nineteenth century, administrative changes occurred in many British institutions, but the army remained basically unaffected. Only with the commencement of the Crimean War did changes in military administration take place, and these are generally believed to have been a direct result of correspondence from the front. The angry groundswell of public opinion, caused by despatches such as those from W.H. Russell of 'The Times', is seen to have demanded and achieved reform of an anachronistic and ramshackle system. In (this book, the author) challenges this popular interpretation of events, showing that the most important changes happened before any actual fighting in the East.
