Culebra, Canal Zone, 1911. unbound. 1 page, 10.5 x 8 inches, Culebra, Canal Zone (Panama), September 22, 1911. Written by the chief engineer of the Panama Canal to the Clerk of the Committee on Appropriations of the US Congress, in part: "...It appears that Mr. Smith sent the estimates to the office by a special messenger before eight o'clock on a Sunday morning. This messenger delivered them to a messenger in the office without stating they were urgent, and it did not dawn upon this messenger (an American negro by the way) that a package...contained anything of importance..." Natural folds; tape stains in upper corners. Very good condition.<br/><br/>
