'If anyone is sufficiently interested to a degree when a visit to the Southern Highlands of Tanganyika is contemplated then it is suggested that no attempt is made to prejudge the place, the people or the possibilities by accepting any views put forward by individuals who have not actually visited the area. ... The following extract from a speech, made in 1937, in the Legislative Council of Tanganyika by the Chief Secretary to the Government, may be of interest: "I am astonished at the ignorance which obtains in certain portions of the territory regarding other parts and the readiness of people who are in complete ignorance of the territory to damn the efforts of those who are trying to make their homes here. ... When people say there are no pleasant places here in which to make their homes I would ask them to go and stay in places like ... the Iringa Highlands. ..."
