Geneva: United Nations Environment Programme, 1983. Pamphlet. 24p., printed on superior paperstock and illustrated with cartoon-like sketches, photographic mugshots of staffers, pamphlet newsletter in stapled 8x5.5 inch self-wraps. Slight edgewear with a crimp at the head, clean and sound, a very good copy. Text in Spanish. "Regional" oceanic areas such those surrounding South America and Africa, the Mediterranean, South Pacific &c. Title is double-duty, signifying a warning sound, but also the cartooned PNUMA mascot, a cute manatee (the pin-up pinniped).
