Photograph of the Colorado River Commission meeting in Santa Fe, New Mexico and a photograph inscribed by Herbert Hoover to W.S. Noviel, a fellow member of the commission, inscribed: To a job we did together" signed Herbert Hoover. Measures approximately "5" x 7". Noveil had been appointed by Hunt's predecessor, Republican Governor Thomas Edward Campbell in 1921. Noveil felt Arizona was deprived of too much water in the Compact that allocated more water to California than he felt was fair. However, his strong Republican stance was too much for Governor Hunt who forced Noveil's resignation in 1925.
