Phila: King & Baird, 1866. 22 pp., original printed wrappers, small chip to top corner, some dampstaining, The first issue of this periodical "designed to be a monthly or quarterly publication devoted to the improvement of Government and Politics, Church, State, and Human Society " Topics discussed include reconstruction of the government after the war, suffrage restrictions, security for the public debt, export duties, public lands and new states, punishment for rebellion, etc. The editor was decidedly against negro suffrage: "as there are no more slaves, there is no longer necessity for the word "free" in the Constitution, and therefore that word should be removed and the words, white, duly naturalized, put in its place; thus, to make a clear constitutional recognition of the superiority of the white race.".. 1st. Wrappers. Good Plus/No Jacket. 12mo - over 6¾" - 7¾" tall. This book was reprinted numerous times, but this is the original printing.
