Lenin warns that a famine is approaching, points to the complete inactivity of the Russian government under Kerensky. He points to the ""bamboozlement"" of the unenlightened, there are measures, and he identifies them: Unification of all banks into one, and nationalisation; Nationalisation of the syndicates (sugar, naptha, coal, etc.); Abolition of commercial secrets; Compulsosry syndication; Compulsory consumers' associations, and control over them.
