Brown cloth, near fine (both lower corners bumped); dj moderately chipped/frayed at edges, very good. Mr. Paynter served in the government for 52 years, except for two years in the Navy. He had various assignments, including work in Washington with the Census of 1890, the Post Office in Denver, and the Internal Revenue at Treasury in Washington. "He writes of the inequities of Civil Service, gives specific instances of unfair practice, and tells of the follies and frailties of government employees. The failure of Reconstruction and Negro legislators…he resents the hindrances from within which are placed in the way of Negroes' progress, and the crippling financial failure which sometimes follow" (dj). ; 13 portraits; 8vo 8" - 9" tall; 190 pages .
