This is a wartime reprint of extracts from two Churchill speeches delivered in the House of Commons on 4 May 1909 and at King's Theatre, Edinburgh, 17 July 1909. This pamphlet was first published as "The Menace of Land Monopoly" by the Henry George foundation in 1941. In 1942 the pamphlet was retitled and republished as "On Human Rights". The publisher's introductory note states: "In now publishing these extracts it is hoped that Mr. Churchill's eloquent and emphatic criticism of the present Land System will not be lost sight of in the post-war reconstruction for a New Social Order of which so much is being heard." The pamphlet measures 7.125 inches tall x 4.75 inches wide. It is sixteen pages in length with stapled cream colored card wraps. SIGNED JUSTICE R on the front free end page and thus signed by author Rayne; as Dictrict Commissioner, Rayne was directly responsible to the governor for the administration of justice (divorce, marriage, thievery, homicide) in Ziala District, a region in the north-west of then British Somalia.  This is the first edition of a scarce book that gives an insight into colonial administration in British Somalia early 1900s. Book finishes with an account of author's dealings with the Mad Mullah (1919). That Was the first occasion on which the RAF was used for colonial policing. Group Captain Gordon led a squadron of twelve De Havilland DH9s, transported on HMS Ark Royal.  Book is in GOOD plus condition with 12 plates. The frontispiece is tissue-protected. Note rubbing on spine.

Though yet unverified, the early owner, signed Edward Sugden, is presumably EDWARD SUGDEN, First Baron of St. Leonards, Lord Chancellor of Ireland under both King William IV and Queen Victoria, and (for one year only) Lord Chancellor of Great Britain under Queen Victoria. 1828 is the stated publishing date, while 1829 appears in Roman numerals on title page, making this a very early printing. 3 1/4" x 5 1/4", 362 pages, plus 8 pages of index. No jacket as designed. Cover is marbled grey and brown boards with ¼ bound brown cloth, including at corners, titled in gold gilt on the binding. Famed full-color frontispiece is intact, as is tipped-in protective tissue. All nine B&W engravings are intact.Spine is discolored and darker than rest of jacket, with wear on heel and top. Small markings on FFEP. A few pages have deckled bottom edges. Pages are age tanned and have small stains.
