Washington DC: Army Materiel Command, Department of Army, 1969. Pamphlet. 31p., page one shows facsimile signatures of the committee, text reproduced from typewritten manuscript. Softbound (stapled) under a printed cover leaf, 10.5x8 inches. A little edgeworn with a bump to heel and turned corner-tips, mild external dust-soil, rusted staples; clean within, a good to very good copy. Report no. 1. Random sampling: "8. Provide for sealing major assemblies in containers that are not easily opened without the aid of special tools. 9. Cabling to critical connectors should be positioned so that it is inaccessible;" and so on, very detailed re fail-safe transport, fail-safe arming, &c &c. Slightly hot-potato stuff; find many pages of cautioning where "missile" delivery to target populations and crops is the method. Fifteen years earlier US citizens were being harassed in court for asserting we flew CBW bombs to target populations and crops. See "A Higher Form of Killing" for records of our bogglingly big stockpiles during WWII (mostly anthrax). On four terminal leaves find a clue to size-of-press-run in form of a distribution list: commanding officer of Edgewood Arsenal gets fifty copies; Picatinny Arsenal one hundred and nine copies; Fort Detrick only thirteen for five SMUFDs (departments or officers). The remaining thirty destinations get 1, 3, or ten.
