Edited by William Nichols. A very sharp example. Mr. Hoover sees the shrinking wilderness and the mounting population and notes that 'we lose ground every year.' He makes a powerful plea for reform measures that start with cleaning up our rivers and ridding them of pollution" (Justice William O. Douglas).
