From the author's preface: "A system of government so cumbersome that it carries upon its payrolls one out of every twelve adults in the country; so costly that its expenditures amount to one-fourth of our national income; so unintelligent that its systems of taxation menace the nation's economic life; so grotesque and terrifying in its aspect that the mere prospect of the assembling of the Congress or the State Legislature fills the business community with apprehension and dread; so ignorant and disregarding of international relations and their consequences, both political and economic, as to render us an object of derision; so dominated and conducted by inferior minds as to be incapable of the solution of grave and pressing problems of both local and national importance, cannot do other than break down unless it shall be modified and made effective."
