They appear to be loose reports bound in a hard cover form. Page 1906-24pp, 1907-27pp, 1908-24pp, 1909-8pp, 1910-25pp, 1911-31pp. This binding was R. T. Stewart, Wilmington, Del. as per stamp on FFP.
