'The American State Papers' is a retrospective collection of largely Congressional, but also Executive, materials originating from 1789 through 1838. In 1831 Congress authorized Gales and Seaton to publish 750 sets of the 'American State Papers' and the first volumes were published in 1832. More volumes were added in 1834 and by the end of the year a complete set consisted of 21 volumes. Seventeen volumes were then added between 1858 and the outbreak of the Civil War in 1861, making a complete set 38 volumes. Phillip McMullin writes,
"The American State Papers in 38 folio volumes... comprise the most important executive and legislative documents of the United States, selected by the secretary of the Senate and the clerk of the House of Representatives from the mass of manuscript and printed papers in the offices of the two Houses of Congress and in the several Executive Departments."

This extremely rare 1832 complete 38 volume set are organized into 10 separate classes of volumes, of which, approximately two-thirds of the publications cover the first 14 Congresses (1789-1817), whereas the remaining third chronologically overlap with the Serial Set from 1817-1838. This set also includes the complete 68 maps throughout!
