Newspaper. 8p., unfastened newsprint folio leaves printed and folded tabloid-style, very acidic and fragile with advanced chipping, splitting along foldlines. Illustrated with vignette photoportraits of "clean" candidates for police, fire and administrator positions. Charter League campaign literature, aimed at PG&E, draws on TVA statistics to challenge PG&E's fiscal "power octopus" --so characterized in these texts, invoking the Frank Norris novel about rail monopoly in California.
