Hughes moved to Arizona because of health concerns and became a probate judge before the territorial supreme court in 1883. He served also as the Attorney General for Arizona Territory and began publishing the newspaper that came to be known as the Arizona Daily Star. He was one of the founders also of the Arizona Pioneer Historical Society. These include items published in the period 1874-1887 and include the case where he along with Judge Titus were charged with exerting influence over a mine owner. He pushed for the Apaches to be relocated to Florida. The last includes the attack by Thomas E. Farish (author of History of Arizona, 8 vol set) who feels Hughes has extracted money for political favors.
